2 arrested after riot at youth detention centre in Quebec City

Two teenagers were arrested for allegedly taking part in the riot at the Gouvernail youth detention centre in Quebec Cityon Sunday.

Around 10 young people allegedly attacked intervention officers and broke equipment in the centre in the city's Beauportdistrict.

Among those arrested was the 17-year-old charged with first-degree murder in the death of Daphne Jolivet, a 19-year-old woman killed in Quebec City last year.

He is now accused of taking part in a riot, assaulting a peace officer with a weapon and obstructing the work of police officers. Two counts of assault causing bodily harm have also been added to his file.

This is not his first run-in since he was arrested in November 2023. Last spring, he allegedly used a homemade weapon to threaten his two supervisors and then flee during a trip between two centres. He was quickly arrested by the police.

Police and community groups say gangs glorify flashy cars, cash and expensive items on social media to lure teens. Quebec's public security minister says he wants Ottawa to impose heavier penalties for minors possessing a prohibited firearm.

He was charged with armed assault on the two employees of the local health agency, the CIUSSS de la Capitale-Nationale, possession of a weapon for a dangerous purpose, threats and escape from lawful custody.

After the riot, a 14-year-old was arrested by police for similar offences and is also accused of concealing a weapon.

The suspects are not being named because they are minors.
