Payne's second term on council has been defined by his epic showdown with the economic development corporation. His criticism ultimately led to CEO Sandra Pupatello stepping down. Though she said he was "past his due date," Payne, 84, marches on, advocating for road work and community services in his south-end ward. His proposal for a dedicated road levydidn't fly. He has a busy meeting calendar, but no time for social media.
